Luohu Port VOA office different opening hours

Hi, I saw on another website that said the VOA office closes at 4.30pm which means I wouldn’t be able to get a VOA after this time. However your opening hours are different so which is correct?

The opening hours are 6:30 - 24:00 at present. The last VOA application should be before 23:30.
