Actually, you can get 5 days Shenzhen visa on arrival by approaching the visa office at Luohu border crossing. Please, be informed that the office opening hours are just until 16:30 (4:30pm).
Also, it is not necessary that you emphasize that you intend to travel for business. Just approache there and say that you would like to explore and enjoy Shenzhen. Also, it is important to mention that this visa is limited to Shenzhen city administrative borders!
