About:China Visa on Arrival

Hi, I'm from Indonesia and I'm looking to get a Chinese VOA in Hainan and I have read from your points however i wanted to clarify some additional details 🙏:

it seems to me that the only requirements that make you eligible are a previously accepted/valid chinese visa, a returning
-ticket back to your original departure
airport(?)
-or just a departure away from Mainland
China in general(?)
-And a hotel booking for the duration of your
intended stay(?)
-or just a preliminary proof of booking will be
just fine?
I have also tried to call HAK airport (+86 898-6576 0114) through skype however i could not reach them (have not tried with landline) and ive also called SYX (+86 8989612333) which succeeded however when prvided with an English service option the operator was not able to speak English

So i have very little ways to confirm this information and not to mention to inquire about further details on the availability and possibility of creating a VOA.

Furthermore do you know of any other mediums or places in which I could contact the relating authorities and if not sensitive exactly where you source your info from Thank you so much 🙏

I suggest you to give up at the moment because it seems that Hainan VOA is not yet operational. You will lose so much time, nerves and even money on something that is not yet really functional. It needs a time to regenerate.
