Can Malaysian eligible for VOA at zhuhai?

I have a group of 8 ladies will be travel to Macao in early April. Due to time constraint, they are unable to obtain the china visa at our China Embassy. May I know whether Malaysian is eligible for VOA at zhuhai?

Only if they have an old visa on their passport, they are eligible for the VOA.
