About:144-Hour Visa-Free Transit

Do you know if a Japanese citizen can travel on 144h visa?
I think I qualify for the travel in all respects (Soul -> Shanghai -> HongKong).
But I am unsure in Japan really qualifies for the list of 53 countries, as the current situation is somewhat unclear (2023-03-22).
