VOA to Shenzhen from Hong Kong

Hello, Is VOA available jownto travel from Hong Kong to Shenzhen? If so, which border(s) should I enter from Hong Kong?

Yes, VOA is avaiable but only for those in urgent situations. Luohu, Lok Ma Chau and more borders allow it.
