Visa On Arrival at Hainan

I am a Canadian planning to visit Hainan in April 2023. I understand that VOA at Hainan is not available now. Do you have any information about when this VOA will resume? I intend to apply for a 10 year China visa (as a tourist) from Canada if VOA is not valid in Hainan. Does that work, or are tourists not allowed in at all?
