Visa on Arrival in Feb 2023

Hi there,

did VoA before Covid a lot.
Is it possible again at the moment after the "re-opening" to obtain a Visa on Arrival?

If yes, is it possible only at the ports / airport, or are there also locations to apply at a crossing point by car/bus/train?
