Trip to Guilin China

I would like to make a trip to Guilin China to visit a close friend. I am not sure if I need a visa or not and if I do, I am not clear how to start or what to do...Is there someplace that I can call for assistance on getting the information and the protocol on setting up this trip? Please advise
