Can I get temporary residency if my sister-in-law is Chinese?

I am here under a 10 year Q2 visa and am looking to switch to temporary residency to eliminate exit requirements and facilitate re-entry if I have to leave. Is a sibling relationship with a Chinese sufficient to obtain that?

No, the person has to be your direct family member.
