You can always go to the Entry Exit Administration Bureau and present your case. Don't do it on the phone, you won't get the answer. If you go there, ask a supervisor. I went twice, the first time they directed me to an ordinary officer (because there was a long line at the inquiry window), and she couldn't give me a definite answer. The second time, the officer at the inquiry window, a supervisor, would have given me a visa right away. They will certainly ask for a letter from the vet, at least. I guess you would get a S2 visa, and they can be for over a month. Two months shouldn't be a problem if they think the reason for applying is justified. I am talking based on the experience I have with getting S2 visas for medical reason.
