About:240-Hour Visa-Free Transit

Work visa for an American

I have a working permit from the 外国专家局，and I am an American in the San Francisco area, the China consulate office in San Francisco do not reply to my emails or pick up my phone call, so I don't know how to proceed.

I am employed by a China public listed company, and I am trying to go back to work.
