I think you mean resident permit. Only those working, studying or married to Chinese citizens are possible to get it.

Hi, you need to fill the form online and then submit. There are 3 China visa application service centers in Malaysia, respectively in Kuala Lumpur, Kuching and Penang. You need to submit to either of their official website.
