S visa application policy

Hi...

I have read up some information online and does humanitarian reasons such as reuniting with family?

"Out of emergency humanitarian needs (for example, for the purpose of reuniting with family, taking care of the elderly, visiting relatives, attending funerals, or visiting critically ill relatives), foreign family members of Chinese citizens or permanent residents of China, including spouse, parents, children, and other close relatives living together (referring to siblings, grandparents, and grandchildren) can apply for corresponding visa for entering China."

My husband (R visa holder) is currently in Beijing alone since the outbreak of pandemic last year.
(We stayed in China for almost 4years).
I do have records(2) of having residence permit in my current passport(Don't know if this info will help). However I been entering China with M visa for business purpose for almost a year before the pandemic happened. And the canceled residence permit, it expires before March 28, 2020.
Is there a way for foreigners like myself to apply visa to enter China with necessary procedures? Such as having Chinese jab and quarantine up to 3 weeks in China? What's the latest requirements to apply visa to enter China?

It seems it is more easy for you to get an S visa rathern than a work type, but it's not guaranteed. Your previous 2 records of residence permit do help. If you want to work after entering China, you can renew it at local PSB.
