Applying for Z Visa as a US citizen in Korea

I am a U.S. citizen who will be in Korea from June-August to study at Yonsei over the summer. The school will not give me a student visa since I will be staying less than 90 days but can I still apply for the Chinese Z visa while I am in Korea since I am in Korea as a student and attending a summer program at a Korean university?

If you take the required covid tests and take the vaccination produced by China, it is possible to apply for a Z visa from Korea.
