applying for chinese z visa

Is Macau's Chinese consulate issuing z visas at this time? I am currently in the mainland, and have been here continually for a year, on a student visa and have my papers ready to apply for a z visa. Can I enter Macau and apply at the consulate there?
And is a PU letter needed?

Actually you can try to apply for a Z visa at the exit and entry administration in the mainland city you live. A PU letter is not needed if you apply from mainland China.
