UK National applying as a tourist in Aus for China Tourish visa

As part of extended travel, can we apply for a Chinese tourist visa from the visa application in Sydney? We will be in Australia as a tourist not a resident.
We would apply for the visa back in the UK but the website says you should not apply more than 3 months before you're due to travel to China and we will already be travelling by then.
Final question about round-trip evidence. We are hoping to enter China via train from Vietnam but I can't see that you can book a train very far in advance. Would it be enough to provide details of the train route and provide exit flights out of Beijing onto our next destination?

Caris, I’m afraid you cannot apply for a Chinese visa in Sydney as you are only a tourist rather than a resident.

It’s true that you should better apply for a visa within 3 months before you go because the valid period of a visa is normally 3 months. If you apply too early, it might expire before you arrive in China. Maybe you can plan a new route such as Australia – Mainland China – UK so that you can enter Mainland China without any visa as it is eligible for 240h visa free transit. In this way, you only need to book your air ticket back to UK in advance and show it when applying the 240h visa-free stay permit upon arrival in China.

For all I know, the international train between Vietnam and China has not resumed yet. You may need to choose another way to enter China.
