About:China Family Reunion Visa

Visa for family

I am currently a L visa holder, however I have been married to my Chinese wife for over a year. She was offered a job in Shanghai and I am wondering if I can get a Q1 visa and enter China now so that I am able to go with her. We are both currently in San Francisco CA. Is there any consulate open in the US which is issuing visas now? Or outside the US which I can go to and get a visa? If not possible, when do you think the consulates will be back open and allow me to go to China? Thank you

My wife and daughter are Chinese citizens. We are all in the U.S. I can not get a family reunion visa to go back to China with them. It's crazy.
