Special Visa

Can I apply for a special visa - with the intent of formalising a marriage application lodged by my Chinese partner in China. I can accept any conditions such as forfeit of money guarantee or any others if the above did not take place immediately after my entry into China. I understand that China do not at present issue tourist visa but I would appreciate very much if your authority could look into my sincere and genuine request. Please arrange an official meeting for me to explain my case in person. I am available anytime.
