Overstay, where to pay?

Hello, I got a resident permit after coming to China with a work visa in 2019. I changed job and moved to shanghai and to have time to make a new working visa, I obtained the 60 days automatic extension. On the last day I went to the immigration bureau in shanghai because I wanted to ask for humanitarian, but they told me the latest visa on my passport was issued in xian so they couldn't extend it in shanghai. Long story short I have to pay for a few days overstay, the question is what city? If I go to the entry exit administration bureau in xian, can I pay there and apply for a humanitarian or will they ask me to pay in shanghai because I registered my apartment there in September? Thanks.

Stella, you can pay the fine in Xi'an when you apply for a humanitarian visa.
