Applying as a tourist

I'm a foreign passport holder currently in Pakistan on a tourist visa. Can I apply for a China student visa in Islamabad?

Although I'm on a tourist visa, I'm actually permanently based in Pakistan and my host can provide a notarized proof. I'm supposed to return to China soon but my country of nationality is experiencing a terrible Covid outbreak right now.

Dear, from what I know, China does not issue student visas at present.
