student visa for language classes

Question

I am a US citizen living in Japan.   I have been enrolled in 3 months of language training for a required part of my job. Is it now possible to submit for my education VISA?  I have been on hold since April.

As far as I know, foreigners cannot apply for China student visa at present. You can check this at the visa center in Japan.
