About:China F Visa

Using an F visa to re-enter China during the pandemic

On a Facebook page a teacher at an international school claimed her school encouraged her to get an F visa to get back into the country so that they could change the F into a residence permit. But the F visa is for cultural exchanges. This doesn't sound legal or legitimate to me...a teacher getting an F visa to resume teaching at her school instead of getting a PU letter. How does this work? How can she be doing this? Is China allowing this kind of thing?
