I'm from Pakistan, can I apply for Z visa from HongKong or Taiwan?

I'm currently in China on a student visa, which is going to expire by the end of September. I have got a job in China but for changing student visa to Z Visa, I need to exit. Due to the travel ban I don't want to go to Pakistan, can I apply for a Z visa from HongKong?

Hamza, I advise you to change the visa at the local exit and entry administration in China. It seemly not very likely to apply for it from Hong Kong or Taiwan at present.
