X1 VISA in Tbilisi

Hello, I am Belarus passport holder and foreign student in China. During Chinese holidays I was traveling but due to the pandemic and closed border I stuck in Georgia (格鲁吉亚）. Tell me please, can I apply for my x1 visa here in Georgia? Thanks!
