Well, if you are not married, your partner cannot get this S visa.

The S1S2 visa states that the intended visit is used for private matters (private matters including marriage), is this not correct? If the foreigner working in China has his/her residence permit can their finance not enter into China on a S1/S2 visa for the purpose of getting married?

No, according to the regulations, you should be married. If you insisit on inviting your partner to enter China, you should first get her an invitation letter from the provincial foreign affairs office or business authority of China.
