S1 Family Visa From Within China

Is it possible to apply for S1 visa from within China?
I am a foreigner with a temporary residence permit and work permit in China, and my spouse is also a foreigner currently living in China (unemployed). He has a temporary stay permit that is soon to expire. We cannot leave China. How can we apply for a family visa in Beijing?

If one of you continues to work, the other person may get an S1 visa. If not, I'm afraid neither of you can get S1 visa.

Thanks for your reply.
Just to make sure: if one spouse is working and has a temporary residence permit, can the other one apply for S1 visa without leaving China? Basically, change whatever visa type he has to S1 visa at Public Security Bureau? (We are both located in Beijing).

I can only say that it is possible to convert the previous visa to an S1 type, but whether you can successfully get it depends on the immigration officer.
