About:Jiuzhaigou National Park

We are living in China and have New Zealand passports but Chinese residents permits.

It says that foreign tourists are not allowed at present. Are we counted as foreign tourists?

Well, I think that you counted as foreign tourists. In order to be sure, you are suggested to consult the scenic area staff.
