Extension of Chinese visa during coronavirus crisis

My grandson is an American citizen, he is now in China and unable to return because of flight cancellation. To extend his Chinese visa, we were told to get authentication of his birth certificate from the State where he was born, the US State Department and the Chinese Embassy. However, the authentication department for the US State Department is closed And the Chinese Embassy is also closed. No one from either of these offices answer calls. Please advise how to extend his visa. Help is really needed.

His residence permit or duration of stay on his visa should already be extended for two months so he does not need to do anything (including filing for an extension) at this point, unless his two months are running out.
