Can I purchase the flight to Nyingchi on my own in case I do not have Tibet travel permit?

You can purchase the fly tickets on your own, but you need to show Tibet Travel Permit to the staff when boarding the flight. So I suggest you prepare the Tibet Travel Permit in advance.
