International to domestic transit at Beijing Capital Airport

Hi! I plan to travel from London to Changchun (Jilin Province) very soon, and this will involve transiting in BJ at Capital Airport. However, I have been seeing all this news that says that all international travelers arriving in BJ will be quarantined. When I arrive from London, will I still be able to go to my transfer flight as normal? I will have to do a 14-day quarantine when I arrive in Changchun, anyway, so I really don't want to have to do this in Beijing. (Anyone who arrives in Jilin Province even from other parts of China has to do the quarantine – can you imagine, 14 days' quarantine in Beijing and then *another* 14 days in Changchun?!)
