Type of visa

I’m visiting my wife in China. She is an American citizen working in China with a permanent residence permit and work visa. Would I need the tourist visa or the family reunion visa to visit her?

She cannot be having a permanent residence permit and a work visa as a permanent residence permit holder does not need a work visa to work.

You can get an L visa (tourist) if your intended stay is less than 60 days, or a Q2 (if your wife has PR) or S2 (if she has a work-based residence permit) that permit stays for up to 180 days (duration of stay is at the discretion of the Chinese embassy or consulate that issues your visa). If you wish to live in China with your spouse then you can get a Q1 (spouse of PR) or S1 (spouse of a work permit holder) and then get a family-based residence permit in China which permits long-term stays in China.
