Do I need a tourist visa?

Hi our flight to Los Angeles has a 12 hour layover at Shanghai Pudong airport from the Philippines,do we need a tourist visa if we want to go outside for sightseeing?

If you are staying the night with a Hotel reservation they may let you out for sightseeing. It's up to immigration if they want to give you entry permit to leave the airport. Many times they will make you stay inside the airport. There is no way to find out in advance.
