About:24-Hour Visa-Free Transit

Flying from Auckland to Tehran via Beijing and Urumqi. Layovers in Beijing 3 hours, in Urumqi 8 hour

Can we enjoy the 24 hour visa free and go for sightseeing in Urumqi? NZ passport holders.
