Visa while traveling

I'm an Uzbekistan citizen who worked in China for the last 2 years. My visa expired and now I'm traveling around Europe. Can I ask for a new Chinese visa while I'm in an European country?

Nowadays, it's not very possible to apply for a China visa from a country where you are just temporarily visiting.
