Problem with Urumqi

Hello.

I'm transiting through China, where i have a stop in Urumqi for 2.10h and transfer in Guangzhou where I wait for 3.30h. It's all in the 24h window. The problem is with Urumqi, which i heard has it's own visa policy... Do I need visa for stopping at Urumqi?
