visa requirements tourist visa belgian national

Is this valid for a belgian national : go in person to consulate for fingerprinting ?
(I received this information from a colleague in Germany)

The consular authorities of the People's Republic of China have announced that as of 16 December 2019 fingerprints will be taken from all visa applicants for all visa categories when they submit their applications
A personal visit to the Chinese Visa Application Service Center (CVASC) responsible for the applicant's place of residence is mandatory for every applicant.
