About:72-Hour Visa-Free Transit

Is the 144hr applicable from Taiwan - shanghai - Taiwan

I’m a US citizen living in Taiwan. I have a flight landing in Shanghai PVG from TPE in 23rd and leaving PVG to TPE on the 29th Can I apply for transit visa or do I have to get a visa?

Of course this requires a visa. It’s not a transit at all.
