i am indian citizen flying to philipines from canada , does i apply for 24 hour transit free

Yes, you can rely on 24 hour visa free transit on the route:

Canada - China - Philippines

You will have to fulfill the following conditions:

- Your entire transit time in China (layovers and a flight between two Chinese cities) cannot exceed 24 hours for just a minute
- You need tickets for the entire journey and you need to print out your tickets and bring them with you
- If your layover in China is a long one and if you want to exit the airport, you are advised to book your accommodation in advance and to have a printout of your accommodation booking
- You are allowed to have one or two stops within China, but again keep in mind that your entire transit time is not allowed to exceed 24 hours
- Your passport has to be at least 3 months valid
- You will need a Philippine visa in your passport

Now when you know, you can plan your itinerary according to your needs.
