If your entire transit time in China, counting from your first scheduled arrival, in your case in Changsha, until your last scheduled departure, in your case from Guangzhou is less than 24 hours, you will be eligible for 24 hour visa free transit. It is not 72 or 144 hour visa free transit, but 24 hour visa free transit because you will have two consecutive stops within mainland China and your transit time will be less than 24 hours. Consequently, you don't need any kind of visa.
You will print out your flight tickets and bring those printouts with you. Also, you will declare at check-in in Europe that you will travel to Philippines visa China using 24 hour visa free transit. After a short check of your flight tickets, you will be allowed to board the plane. You will also inform yourself at check-in about the luggage policy. It is possible that your luggage will be tagged all the way to Philippines, but it is also possible that you will have to collect it at one point and perform a recheck.
Upon your arrival in Changsha, you will approach 24 hour visa free transit counter where you will apply for a temporary entry permit that will be granted to you because your next flight segment is considered to be a domestic one.
