About:24-Hour Visa-Free Transit

I'm on a NCL cruise arriving 4/23/2020 in Shanghai departing 4/24/2020 at 4:00pm, do I need a china

Visa? Or can I stay up to 144 hours? I hold a US passport. What if my ship departs late? Will the cruise line let me board the ship in Singapore without a china visa?
