About:240-Hour Visa-Free Transit

I am flying London to Shanghai, then Shanghai to Cebu and the reverse.

I would like to spend four days in Shanghai between flying from Cebu and then returning to London. Can I apply for the 144 hour transit visa on arrival from Cebu?

Yes, that's ok.

But it's not a transit visa on arrival, it's even not a visa.
You do a visa free transit in Shanghai.
