Traveling to Japan from United States - 18 hour layover in Shanghai

We will be traveling from Los Angeles USA to Osaka Japan and have an 18 hour layover in Shanghai. We would like to leave the airport and stay in a hotel overnight before returning to the airport the next morning. What do we need to do to make sure that we are able to explore the city and obtain a hotel?

You can't do much as it's up to the immigration to give you a temporary entry permit or not.
There's no guarantee that you can leave the airside.

Print out your flight tickets and your hotel reservation and show it at the immigration desk.

But with a layover of 18 hours and a hotel reservation, it should be no problem to leave the airport, but as I said, there's no guarantee.
