Visa for American Citizen to shenzhen from Hong Kong

Hello, My Filipina wife and i are going to Hong Kong next month. I see that american citizens can not get VOA. Can i come to Cebu to get a visa there to visit shenzhen for one day? thank you

Steven, as far as I know, American citizens now can get the VOA for Shenzhen.
