I am Cuban and I currently have a tourist visa in Russia. My question is, can I apply for a visa to China?

I'm latinametican too, i checked with Chinese embassy and they can't give you any kind of visa if you are a tourist in Russia, you must have a resident permit, studen, work or business visa to apply for a Chinese visa same happens with Thai visa...
