About:Visa on Arrival

I arrive at the Shenzhen airport at 6:30am and see that the VOA is only open after 10am.

Will there be an area for me to wait? Or is there another way I can get a visa at that time?

Actually, you cannot rely on a Shenzhen VOA at all. Be very careful on this subject. In reality, there is not VOA office at Shenzhen airport, regardless of the claim of this website that needs general update.

You can travel to Shenzhen visa free using 144 hour visa free transit, but the immediate countries or eligible territories (Hong Kong, Taiwan and Macau) before and after Shenzhen have to be different and you are not allowed to have any additional landing within mainland China. In other words, your itinerary can look like:

Seoul (South Korea) - Shenzhen - Hanoi (Vietnam)

or

Tokyo (Japan) - Shenzhen - Hong Kong

Anyway, you are not allowed to use an itinerary of this kind:

Tokyo (Japan) - Shenzhen - Osaka (Japan)

or

Sydney (Australia) - Shanghai - Shenzhen - Bangkok (Thailand)

By the way, you are perfectly allowed to use both Guangzhou and Shenzhen airports when traveling on 144 hour visa free transit. You can arrive at one of them and depart from another one because they are in the same transit area - Guangdong province.

Now, when you know, you will construct an itinerary that will fit under the above mentioned criteria.
