Simply speaking, this text, although written in quite confusing and unclear way, ultimately says that if you travel via Guangzhou without a visa obtained in advance, that you will likely be refused a temporary entry permit. In other words, you will have to stay within the transit area of the airport during your entire transit time in Guangzhou between your flights.
To conclude, you and your friend are both eligible for 24 hour visa free transit and you don't need any kind of visa. Of course, this detail with a temporary entry permit is not of particular meaning to you because you have only 3 hours of layover and this permit really doesn't affect you in any way. You will just make a transfer, after your landing in Guangzhou to the boarding gate for your onward flight toward Mexico. You will clear a couple of usual formalities and that's it. Nobody will ask you for any kind of Chinese visa, nor you will ask for a temporary entry permit.
