Flying from Mexico to Thailand one stope in Shangahi (no more than 24 hours)

Can we enjoy this 144 hour visa free exeption ? and if so ...

Thailand has a "On Arrival Visa" policy , Do We need to get Thailand Visa before flying?

You will qualify for 24 hours transit without visa. You don’t need a Thai visa.
