If your itinerary is:

Singapore - Shenzhen - London

And you don't have any additional landings within mainland China, you will be eligible for 24 hour visa free transit and you don't need any kind of visa. Of course, this is valid if your entire transit time in Shenzhen is less than 24 hours long. This option is valid for practically all the citizenship of the world with known exception of Malaysians who are actually ineligible for any kind of visa free transit option in China.

If your entire transit time is longer than 24 hours and if your citizenship is among 53 eligible citizenship, you will be allowed to enjoy 144 hour visa free transit valid for entire Guangdong province.

Please, keep in mind not to talk about a Shenzhen VOA at check-in in Singapore because it has nothing to do with this visa free transit option that you will use to transit through Shenzhen.

By the way, it is not possible to obtain a Shenzhen VOA when arriving to Shenzhen by plane.
