About:10-year China Visa for US and Canadian Citizens

Can a US citizen get a 10 year tourist visa while in Korea?

US citizen, moving from a dependent visa to a student visa (after turning 18), and then need to apply for a tourist visa. Would the embassy/consular office in korea give a 10 year tourist visa to an american or do I need to fly back to the US?

They generally will request your proof of residency in Korea but it is up to them to make an exception to a person with previous ties to China. Hong Kong is easier.
